WSIB Certification Level I & II

Meeting legislated obligations to certify members of a Joint Health & Safety Committee is straightforward and can be arranged through Workplace Safety Group.
 
What is Certification Training?
Certification training is a requirement under Ontario's Occupational Health and Safety Act. The Workplace Safety and Insurance Board (WSIB) establishes the standards for certification training. Both programs must cover the learning objectives outlined in the Certification Training Program Standards. Certification is a two-part Process.
 
Part 1: Basic Certification Training (Certification Part 1) contains five modules:WSIB Level 1 & 2 Certification
  • Health & Safety and the Law
  • Workplace Health and Safety
  • Joint Health and Safety Committees
  • Workplace Inspections
  • Accident Investigations
Upon completion of Part 1, a certification test from the WSIB must be completed and passed to move on to Certification 2 training.
 
Part 2: Hazard Assessment
  • The employer assesses workplace hazards, however, employers are encouraged to conduct the assessment in consultation with their Joint Health and Safety Committee. Alternately, an outside company may be employed to audit the workplace
  • Certification Part 2 trains employees to Recognize, Assess, and Control the hazards the employer has assessed as significant, and most likely to cause illness or injury in the workplace.
  • Once trained on Recognizing, Assessing, and Controlling hazards, the JHSC members will create action plans for implementing controls in the workplace.
  • Upon completion of Certification 2 training on hazards, create an Action Plan and have the employer file it.
  • Submit Form 3189A to the WSIB. They will send a card to confirm the Health & Safety Certification.
Who Must Complete Certification Training?
All workplaces that are required to have a Joint Health and Safety Committee must have one certified member of the committee representing management and one certified member chosen by the workers.
Workplaces that meet the following criteria must have a Joint Health and Safety Committee:
  • 20 or more workers (full and part-time) who are regularly employed
  • Where an order to an employer is in effect under Ontario's Occupational Health and Safety Act
  • A workplace with under 20 workers where a regulation concerning designated substances applies
  • Any business with 50 or more employees is required to have four certified committee members
Who Can Deliver Basic Certification Training Part 1?
A Basic Certification provider must be approved by the Workplace Safety and Insurance Board (WSIB) through their Health & Safety Partners.

How Long Does Basic Certification Training Part 1 Take?
There is no defined time prescribed for Basic Certification Training, although there are learning outcomes that must be covered. On average the course takes approximately 16 hours to complete.

What if a Workplace Assessment Doesn't Identify Any Hazards?
It is the position of the WSIB that there are no hazard-free workplaces. To believe otherwise would be irresponsible.
